XRP Ledger bug fix moved to November after validator support dipped for two hours

The XRP Ledger bug fix was pushed to November after a two-hour dip in validator support caused it to lose a two-week countdown less than two days before completion. Support fell to 26 of the 35 validators during that dip. It has since recovered to a total of 31 validators. The countdown's loss means the bug fix will not finish on its original schedule and is now set for November.
