Ukraine’s National Bank said it cannot support Draft Law No. 10225-d, publishing its objections one day after the Verkhovna Rada Committee on Finance, Tax and Customs Policy cleared the revised bill for a second reading. The bill would legalize and tax crypto, filling a gap since Ukraine’s 2022 Virtual Assets Law never took effect for lack of tax rules. The central bank, which helped draft the measure and backs EU MiCA-style and IMF-based rules, said the revised text threatens monetary sovereignty and lets the National Securities and Stock Market Commission control platform licensing in ways that invite monopoly and corruption. The bill would set an 18% personal income tax plus a 5% military levy and take effect July 1, 2027.
