On Monday, the NEAR House of Stake approved proposal HSP-029, reducing the network’s annual token issuance limit from 2.5% to 1.6%. The proposal, written by SVRN chief executive Sal Ternullo, keeps the existing 90% staker and 10% treasury split while changing that single parameter; its modeling projects gross staking yield falling from about 5.27% to 3.37% and validator commission revenue dropping about 36%. The House of Stake Security Council can still veto the measure until Nov. 16, 2026. NEAR had already lowered its issuance cap from 5% to 2.5% in late October 2025.
