On November 4, federal Judge Jacqueline Scott Corley granted a preliminary injunction temporarily barring Kalshi Inc. and KalshiEX from offering sports contracts on the Indian lands of Blue Lake Rancheria and Chicken Ranch Rancheria of the Me-Wuk Indians. The order covers football, baseball, boxing and esports, applies only to those two tribal lands and is not statewide or final. Under the Indian Gaming Regulatory Act, which governs tribal gaming, a September 16 Ninth Circuit panel classified Kalshi’s sports contracts as Class III gaming, casino-style gaming that includes sports betting, and said tribal ordinances and approved procedures did not permit Kalshi to offer them. The tribes must submit boundary maps by November 13, and Kalshi must report compliance within 21 days.
