Hong Kong’s Legislative Council passed the Inland Revenue (Amendment) (Crypto-Asset Reporting Framework and Amended Common Reporting Standard) Bill 2026 on November 4, adopting the OECD’s Crypto-Asset Reporting Framework, or CARF, a standard for automatic annual exchange of crypto-asset transaction information among tax authorities. Relevant service providers must begin collecting specified user information in 2027, and Hong Kong will conduct its first CARF exchanges with partner jurisdictions in 2028. The amended Common Reporting Standard takes effect in 2028, extends coverage to digital financial products, and its automatic exchanges begin in 2029. Hong Kong has exchanged financial-account information under the CRS since 2018.
