DeepSeek and MiniMax registered under China's proposed AI export controls

DeepSeek and MiniMax signed up under Beijing’s draft AI export rules on Thursday and completed open-sourcing and overseas licensed use of their models. The Ministry of Commerce and Ministry of Science and Technology began public consultation on Oct. 16 for an updated catalogue of technologies that are prohibited or restricted from export. Its AI entries number 23 and cover areas such as large models, agents, compute clusters and information processing; the list prompted questions in markets and foreign-policy circles about whether Beijing would restrict AI exports. Liu Jing and Liu Hongmei of Beijing Dacheng Law Firm, who took part in the consultations, said the main uncertainty for companies is whether clearer operating guidance will follow.
