Börse Stuttgart’s Seturion platform received authorization to operate as a regulated distributed-ledger trading and settlement system for tokenized securities, with the permission taking effect on October 16, 2026. Baden-Württembergische Wertpapierbörse GmbH operates the platform, and BaFin is its regulator under the EU’s DLT Pilot Regime, a sandbox effective since March 23, 2023, that covers qualifying financial instruments rather than unrestricted crypto trading. Initiated in September 2025, Seturion is designed for blockchain-based delivery and payment to follow a trade within minutes rather than several days, and Börse Stuttgart estimates costs could fall by about 90%. It is the first such system licensed to a European exchange group, though 21X has held authorization since December 2024.
